Universal Orlando now operating at 100% capacity according to NBC Universal CEO Jeff Shell. Additionally, Universal has done away with most enhanced safety measures, including no more masks. Along with, no more temperature checks and social distancing are no longer enforced.
“I’m very proud of how we’ve been able to keep ourselves open with that 11 million people, as of last month, kind of go through the parks. As we reopen, we haven’t had any outbreaks,” Shell said. This is an important number of visitors, because it does not include international guests.

Importantly, the crowds have returned to pre pandemic levels and they are actually seeing bigger crowds now with such a pent up demand. People are just looking to get out and do something!
With crowds at 100% capacity, we have not seen the park closed for At Capacity since spring break. Even though the crowds are large. I would imagine crowd levels will rise for a few more weeks as demand is higher now. Especially with Velocicoaster now open and ride pre-shows having returned this week.
