Disney Files Permit for Construction in EPCOT’s Norway Pavilion
Disney has filed a new construction permit for the Norway Pavilion at EPCOT, although the paperwork leaves plenty of mystery about exactly what work is planned.

The Notice of Commencement was recorded with Orange County on September 21, 2026, and lists 1600 Avenue of the Stars, the address associated with the Norway Pavilion’s main building. The permit calls for labor, materials and/or electrical work for construction, but does not name a specific attraction, restaurant, shop or guest area.
That leaves several possibilities on the table, since the Norway Pavilion is home to Frozen Ever After, Akershus Royal Banquet Hall, The Fjording shop and other connected merchandise spaces. Buena Vista Construction Company, Disney’s in-house construction contractor, is listed on the filing and regularly handles maintenance, refurbishment and construction projects across Walt Disney World.
There is currently no indication that Frozen Ever After or any other location in the pavilion will close because of the work. The permit also does not list a project value or completion date, and the broad wording could cover anything from routine electrical upgrades to a more visible refurbishment. For now, it looks like Disney has some work planned behind the fjords, but exactly what is changing remains frozen in mystery.
