Universal Orlando Advances Transit Talks with Elon Musk’s Boring Company for Epic Universe Connection

Universal Orlando may be digging toward the future in a very literal way. The district that oversees infrastructure for Universal Orlando Resort is moving forward in formal discussions with The Boring Company on a potential transportation system linking its growing campuses.

The Shingle Creek Transit & Utility Community Development District, a public entity established to manage infrastructure needs tied to Universal’s expansion, met on February 11, 2026 to evaluate proposals for a long term transit agreement. The project is described as a “design, build, operation and maintenance” effort for a point to point innovative transportation system, with a proposed 25 year contract.


Three groups submitted proposals including V2R Transportation, Sunshine Connection Partners, and The Boring Company. After reviewing workforce capability, long term vision alignment, and relevant project experience, the board named The Boring Company as its preferred partner. The firm, founded by Elon Musk in 2017, is best known for tunnel based transit concepts such as the Vegas Loop, where Tesla vehicles shuttle passengers through underground routes.


The proposed Universal project would focus on connecting the resort’s north campus, home to Universal Studios Florida, Islands of Adventure, and CityWalk, with the new south campus anchored by Universal Epic Universe. Currently, the two campuses are separated by several miles of busy roadways, and guests rely on bus transportation. Travel times can fluctuate significantly during peak congestion, sometimes doubling depending on traffic.

While this vote allows negotiations to begin, construction is not imminent. The board must still determine project scope and cost before anything moves forward. A representative tied to the Sunshine Corridor proposal confirmed the primary goal is to ease traffic and improve connectivity across the expanding resort footprint.


For Universal, this could be a major infrastructure play as Epic Universe ramps up operations and draws even larger crowds. Whether that future involves underground tunnels, autonomous vehicles, or another innovative solution remains to be seen. But one thing is clear. Universal is thinking beyond buses as it charts the next chapter of resort growth.
