OSHA Fines Universal After Epic Universe Employee Injured on Harry Potter Ride
Federal safety regulators have issued a fine to Universal Orlando Resort following a serious workplace injury at Epic Universe, involving the Harry Potter and the Battle of the Ministry attraction. According to records from the Occupational Safety and Health Administration, a Universal employee suffered a severe electrical shock during routine maintenance on April 24, 2025, just weeks before the park’s official grand opening on May 22 and while guest previews were already underway.

Acccording to reporting by Florida Politics, the incident occurred at approximately 7:22 a.m., before the park opened for the day. OSHA reports state the employee came into contact with a 480-volt busbar, a high-powered electrical component used to distribute electricity to the ride vehicles. The busbar was not locked out as required under safety procedures, leading to the shock. The employee was transported to Orlando Health in downtown Orlando and treated for a dislocated shoulder, fractured arm, and multiple broken ribs. OSHA’s report did not include any updates on the employee’s recovery.

The ride vehicle is typically locked out in three separate locations during maintenance, and the electrical circuit powering the busbar is normally de-energized. In this case, those steps were not fully followed. OSHA initially proposed a $16,550 penalty, which was later reduced to $11,585 following an informal settlement with Universal. The agency’s site visit found no unusual circumstances such as employer resistance or abatement issues. Universal Orlando did not provide a public comment regarding the incident.
