Governor Newsom unveils new COVID-19 guidelines for California

California Governor Newsom released new guidelines for counties that want to reopen certain businesses. The new plan builds on lessons learned from the first six months of COVID-19 to create a new system for regulating movement and disease transmissions.

Newsom said, “We have made notable progress over recent weeks, but the disease is still too widespread across the state. COVID-19 will be with us for a long time and we all need to adapt. We need to live differently. And we need to minimize exposure for our health, for our families and for our communities.”

The County Watch List is being replaced by a 4-tier system. The state also updated the list of businesses that can open in each tier. The tiers are as follows: Purple (Widespread), Red (Substantial), Orange (Moderate), and Yellow (Minimal). Once a county has achieved a lower level of disease transmission it can move down a tier. These tiers are in place now but won’t be updated until September 8th.

In order to move into the next tier, counties must remain in every tier (except Purple) for a minimum of 21 days. Counties also much meet that tier’s criteria for two straight weeks in order to move into a less restrictive tier. The list and tiers will be updated each Tuesday starting September 8th.

Orange County, where Disneyland is located, is currently in the Purple (most restrictive) tier. They have met the requirements to move to the Red tier, provided certain rates are maintained for the next 2 weeks. If Orange County is able to move into the Red tier, restaurants in the Downtown Disney District would have the option to add indoor dining, with a 25% capacity limit. Right now, restaurants are only allowed to serve guests outdoors.

California’s COVID-19 website has also been updated so you can see what businesses are allowed to be open in each county. Newsom did not announce reopening guidelines for theme parks.
