Permits filed recently by the Buena Vista Construction Co. and a google map search shows the address associated with Chef de France in France Pavilion. “Provide labor, material and/or electrical for construction” is the only listed work.
France Pavilion in World Showcase at Epcot has undergone major expansion as of late. With the addition of Remy’s Ratatouille Adventure, Le Crêperie de Paris, and new restrooms. Now it seems like another section of France may be undergoing some form of construction.

Chef de France does not have any dates listed for closure and remains open. It opened in 1982 with the rest of Epcot by French gastronomic legend Paul Bocuse. Since 1996 Bocuse’s son Jérôme has run the restaurant. At one point in the late 2000s, an Audio-Animatronics Remy could be seen interacting with guests.

Buena Vista Construction Company is the main contractor for refurbishments and renovations at Walt Disney World. Last year they had to layoff 1225 non employee contractors. Work may be picking up again as they have started to hire back some of those previously laid off.
