Florida likely to take control of Disney's Reedy Creek Improvement District according to Gov DeSantis

Governor Ron DeSantis announced Monday that the state of Florida, rather than the local government, would take control of Disney’s Reedy Creek Improvement District after being dissolved in 2023.

Details on how to handle the Reedy Creek Improvement District will be resolved after new legislative leaders take their positions following the November elections including who would pay for the $1 Billion Dollar Bond Debt the district currently carries once its dissolution is completed in 2023.

“You know what, even though there are ways where you could potentially have local communities absorb jurisdiction over Disney, after seeing them threatening to raise taxes on their citizens, we are not going to be in a situation where we’re just going to be giving them locally control,” DeSantis said Monday during an event at Seminole State College.


“More likely that the state will simply assume control and make sure that we’re able to impose the law and make sure we’re collecting the taxes.”

Reedy Creek Improvement District (the “District”) is a progressive form of government, created in 1967 by a special Act of the Florida Legislature, the purpose of which is to support and administer certain aspects of the economic development and tourism within District boundaries.  With an administration office located on Hotel Plaza Boulevard in Lake Buena Vista, the District encompasses approximately 25,000 acres in both Orange and Osceola counties, servicing 19 landowners, including Walt Disney Co. and its wholly-owned affiliates. RCID operates in accordance with its Charter and Chapter 189, Florida Statutes, The Uniform Special Districts Accountability Act.  Additional information contained in legislation. Click here to view the District Charter.

The District is responsible for overseeing land use and environmental protections within the District, and providing essential public services (e.g. fire protection, emergency medical services, potable water production, treatment, storage, pumping & distribution, reclaimed water distribution, chilled and hot water systems, wastewater services, drainage and flood control, electric power generation & distribution, and solid waste and recyclables collection & disposal); regulate the EPCOT Building Code; and operate and maintain all public roadways & bridges.  The District operates on a fiscal year, beginning on October 1st and ending on September 30th; and funds its operations, services, and capital improvements by assessing taxes and fees to the District’s landowners and lessees, and by issuing ad valorem and utility revenue bonds.

  1. Reedy Creek has operated fine since 1967. Very sad to know that a governor is taking issue with it simply because Disney does not agree with his prejudiced views in terms of the gay lifestyle. Glad to know, for this reason, that Walt is not alive to see this.
