Yesterday the Florida Senate voted in favor of dissolving the Reedy Creek Improvement District. The news today is that the House of Representatives has also voted in favor of dissolving Disney’s Reedy Creek Improvement District in a vote of 70-38.

Right now the bill must be approved by the residents of the Reedy Creek District which are in two cities: Lake Buena Vista and Bay Lake.
Some people believe a vote of residents or delegates from the district is required to make this legal. That doesn’t appear to be the case here because a vote was never held to implement the district 55 years ago.
Governor Ron DeSantis is expected to sign the bill into law. When the bill is signed into law by DeSantis, the Reedy Creek special district would be dissolved effective June 1, 2023.
It should be noted that Universal Orlando, SeaWorld and Legoland, do not have special districts to operate in.
According to CNBC, Dissolving the district would mean Reedy Creek employees and infrastructure would be absorbed by the local counties, which would then become responsible for all municipal services. The counties would collect the tax revenue Disney currently pays the Reedy Creek district, but would also be saddled with the district’s liabilities. Namely, its debt.
I have a feeling we will be seeing a legal battle play out between Disney and the State of Florida.

I’m confused. The article says that the dissolution has to be approved by RCID but that DeSantis will sign it in to law to become effective June 1, 2023. If Disney doesn’t approve it, how can it still become effective?
