If the current COVID-19 trend holds, the state will move away from its color-coded tier system that regulates closures and openings. The state also said “everyday activities” will be allowed to resume and businesses can reopen with “common-sense risk reduction measures,” such as wearing masks.
Newsom said the mask mandate will remain in place. “This disease is as deadly as it’s ever been. The only thing that we have done is suppress the spread because of the number of vaccines that have been administered and because of mask wearing,” Newsom said.

Reopening is contingent on two conditions:
- Vaccine supply is sufficient for residents 16 years and older who wish to be inoculated
- Hospitalization rates are low and stable
There aren’t anymore specific details on what reopening California fully will mean. The California Department of Public Health will continue to monitor COVID-19 cases a nd reserves the right to move the June 15 opening date if necessary.
