Central Florida Tourism Oversight District Updating Development Rules as Disney World Construction Expands

The Central Florida Tourism Oversight District is preparing to update its Land Development Regulations as major construction projects continue across Walt Disney World. The district’s Planning Board is scheduled to review proposed changes designed to bring the regulations in line with the 2045 Comprehensive Plan adopted last year.

That plan guides future decisions involving land use, conservation, infrastructure, and development throughout the district. While the plan allows room for a possible fifth Walt Disney World theme park, Disney has not announced plans to build another gate. The proposed updates include revised development limits, new projections for how much land could be developed through 2045, and changes to water, wastewater, stormwater, and infrastructure requirements.

The district is also considering standards for floating solar facilities, which could allow Disney to generate additional renewable energy without using valuable land. Instead, solar panels could be installed on bodies of water around the resort. The amendments would also bring local regulations into compliance with Florida’s updated statewide stormwater rules. District staff has recommended approval, and the Planning Board is expected to move the changes forward.

The timing comes as Disney continues work on several major projects, including Piston Peak National Park and Villains Land at Magic Kingdom, Tropical Americas at Disney’s Animal Kingdom, Monstropolis at Disney’s Hollywood Studios, and Disney Lakeshore Lodge.
